State biofuel and ag groups urge Johnson to add E15 amendment to Farm Bill

More than 30 state biofuel and agriculture organizations have expressed strong support for an amendment to the 2026 Farm Bill that would allow year-round E15 sales. The bipartisan amendment, #298, would permit fuel retailers to offer E15 nationwide on a year-round basis and make significant changes to the Renewable Fuel Standard’s small refinery exemption program. The groups emphasize that year-round E15 access is crucial for rural farm economies, job creation, emission reduction, and energy security. The amendment represents a compromise between biofuel producers, fuel marketers, and oil refineries, providing certainty for fuel supply chain participants while promoting domestic security and expanding agricultural markets. Additionally, Kansas Gov. Laura Kelly signed a tax package that includes a new income tax credit for E15 and higher-ethanol blend fuel sales in the state.
